I'd slightly alter that. I think WAFDA should have guidelines or recommendations for WA teams to follow. Most likely these being a requirement of receiving WAFDA financial support and endorsement (i.e. representing WA)
However I think the responsibility for going to nationals rests with individuals, then groups of individuals, then (one-off) teams, then clubs (multi-year teams). WAFDA's role should be to encourage and grow these groups that support the WAFDA's long and shorter term aims.
