Rules stipulate 2 PUL players per team on the park at any one time. You are definitely right there are more than the rules state. Couple of reasons though, mainly the captains agree to it or the players don't read the rules! Many more players are progressing up to PUL as a pick up player to try it out or to challenge themselves. SUL being used as a chance to work on different positions and polish up some throwing. Players as they gain more experience need to start recognised that SUL is a developmental league and perhaps its not the best format for them to continue playing in but if they have no alternative then they are most likely to stay as they are. With an increase in players I would support a 3 tier set up. Social/Beginner League, Intermediate/Division 2 League and an Elite/Division 1 League. This will allows players to find a level that suits them, also allowing a development pathway. Opportunity to have more than one game to suit your gaming requirements. Team nominations can be limited eg 6 teams max in Div 1. Field space is becomming an issue, three time slots could offer a temporary solution or run a particular division on another night/venue. The three divisions could be run by three different volunteers, one league with a small amount of teams would be easier than one director overseeing all divisions. Better communication with teams would be easier reached with less teams to coordinate. Smaller jobs to volunteers may resolve some overload and burn out issues. Speaking of volunteers..
