If you where going to have a tiered system wouldnt it make sense to move teams up and down from sul to pul and vice versa. I think it would be great as a next step for sul teams that the winners of the sul final move to play pul in the next season and the bottom team in pul move to play sul, it may be that some sul teams are already competing at a level to match most of the pul teams....
