There are currently no restrictions on which teams may bid to enter PUL - any team can nominate to enter the league. If one or two SUL teams want to enter PUL, there is no reason why they can't nominate for that.
At some point PUL may become 'full', as we have a finite capacity in the number of teams the venue will support. In that case there may need to be some restrictions on number of teams, and some sort of process to determine which teams may compete at that level and which teams cannot. I think we are still a way off from requiring that.
