I think the 3 division idea is great; I was just talking to another DI player yesterday and we both think that eventually we might want to move to PUL, but thought we would probably be whooped for the first few seasons (much like we were playing SUL).
I think running SUL and PUL concurrently is a better option. If 2DUL is aimed for transition between SUL and PUL, then it should be that players can play SUL, then a 2DUL game, which will open them up to higher competition.
For players wanting to move from 2DUL to PUL, playing PUL first then a 2DUL game will give them a competitive option, then a chance to work on some issues identified in the PUL game. Alternatively, experienced players can play PUL competitively, then adopt a "coaching" role in the next 2DUL game (like how SUL/PUL currently works, but with a reversed time slot).
The people who might miss out are those comfortable in 2DUL, a bit too good for SUL, but not good enough to be permanently in PUL. That is, they might want to play SUL as a coaching player, play 2DUL competitively, and play PUL to challenge themselves. In this case you might need to have different time slots for every game!
I don't think that PUL level players should be playing in SUL teams if we move to a 3 tier system. SUL is designed to teach the basics of ultimate, and 2DUL is to teach what they need to know to make it in PUL. I think any coaching role should only come from one tier above.
So allow PUL players to play/coach in 2DUL, and allow 2DUL players to play/coach SUL. Having PUL level players actively playing in SUL teams (as opposed to standing off the field and coaching like traditional coaches) seems unnecessary; like having Kevin Rudd explain how to fill in the voting paper for the Senate.
I think PUL players are overqualified for the job of playing on SUL teams (do you really learn much about ultimate by having someone on your team who can throw forehand into the wind the entire length of the playing field?), but they would be perfect for 2DUL teams: to teach the strategies and techniques that you need for more competitive games.
