At the time of this post, one of those six teams is the 'I need a team' team and three of the other teams are not yet full.
Depending on number of teams in other divisions and number of teams/players in Div 1, then either: the Division will be expanded to allow more teams, or smaller teams will be merged to form 4 full teams, or one or more teams will be moved to Div 2. These decisions will ultimately (HA!) be made by me as League Director, in consultation with the WAFDA Committee if required.
If the last option is taken, the method for choosing which teams stay and which go has yet to be decided. I am open to suggestions for a fair method. The fairest is to base it on placing at last PUL, however not all teams have the same players as previous league. I'm a fan of giving higher priority to those teams that pay earlier, but that's not really what this division is about.
